The king ceded to the company in perpetuity the bay and islands of Morbihan with the right to construct a free port there, and the monopoly of trade in the East and West Indies, and in northern Europe. He also gave the shareholders the right to develop fisheries and mines, to treat with the kings and princes of newly discovered lands, and to do a variety of other things. One of the principal men behind these impressive schemes of the great minister was Nicolaas Witte, a Hollander. Holland and Zeeland in August 1578 forbade trade with Spain, and in 1581, at a time when three hundred ships were ready to depart for Spanish ports, William of Orange again prohibited trade with that country. Two years later it was forbidden by Dutch authorities to send munitions and foodstuffs not only to Spain, but to all places in possession of the enemy, and to all French ports between the Dutch provinces and Dieppe. Methods of fighting the commercial war became more comprehensive as hostilities continued.
When whales became scarce on Spitsbergen, they were sought elsewhere, and in time more whale oil was gotten near the shores of Jan Mayen-eiland than in the bays of Spitsbergen. Occasionally still a ship made an attempt to fmd a passage to the rich Indies, but usually the skipper was careful to get back in time for the solid profits of the whaling season. The dislocation of the Iberian trade resulted not only in the killing of whales, but also in a burst of interest in West Africa and the Canary Islands.
